Binance was supposed to leave Europe, but customers are still trading, and EU financial authorities want to know how. The exchange lacks the MiCA licence and was due to start winding down in the EU from 1 July, yet it is using the narrow reverse-solicitation exception to keep serving some European customers. Earlier national licences in France, Spain and Poland have expired, and the Financial Times reports that customers in other EU countries are instead served by Binance's Abu Dhabi-regulated company.
