EU supervisors are examining Binance for continuing to serve European customers without the licence that MiCA requires. ESMA and national authorities, including in France, Germany and Greece, are looking at the exchange's use of reverse solicitation, a narrow exception for when the customer contacts the firm first. Firms outside the rules were supposed to start winding down their EU business from 1 July and only help clients move or sell crypto.
